I would very much prefer that volunteers not see their pending hours as part of their total lifetime/monthly hours. If they are declined for any reason, this becomes awkward. Sometimes it's simply because they ended up with duplicate hours, and when we declined one, their total hours count went down and confuses them. They also might think they have reached a benchmark before they actually reached it, and we give out swag at benchmarks so this could be really awkward.
